HSE Manager
Reporting to Plant Director
South Wales

Acorn is looking to recruit an experienced HSE Professional for our client in South Wales. An exciting opportunity to change safety culture and engage a large workforce to meet and exceed company objectives.

The role of the Plant HSE Manager is a member of the Senior Management Team and supports Operations in implementing the UK and Global HSE Policies by:
*Acting as the Plant's lead competent person for health and safety
*Managing and implementing risk reduction initiatives
*To work with managers to establish and maintain a system that promotes a culture of safe working practices across the organisation,
*Ensuring the Plant is compliant with current health and safety legislation, approved codes of practice and guidance in relation to employment and service provision
*Environmental Management.
*Management of Contracted services for Waste and Environmental Services
*Management of UK Operational, compliance and HSE training
*To provide direct management and leadership of the UK Operations Training Officer

*To ensure the Company's health and safety policy is implemented consistently across the organisation.
*To monitor, evaluate and review health and safety policies and practices, make recommendations and implement new policies as required
*To advise the Plant Management and Senior Management Team on the implications of current and emerging health, safety and welfare legislation, including evaluating options, making recommendations and generating action plans to ensure compliance across the organisation
*To support managers to maintain safe systems, providing specialist advice, coaching and practical support.
*To assist managers implement health and safety systems and procedures to meet specific requirements, such as accident reporting and the Control of Substances Hazardous to Health (COSHH) in a consistent and effective manner.
*Developing and maintaining Risk Assessments & Hazard summaries
*Take action to mitigate the impact and likelihood of health and safety risks.
*Providing information & advice on relevant Permits to Work & Lock off systems.
*To investigate, or where appropriate, to assist others to investigate the circumstances and causes of accidents and take necessary steps to prevent a recurrence.
*Maintaining registers of accident reports.
*Completing reports to HSE, Insurance companies & Environmental Agency
*Responsibility for the hosting of site audits from HSE, EA, Insurance companies and customer audits
*To assist in the identification of training needs for employees and develop and deliver training as required
*To carry out audits to evaluate the effectiveness of health and safety systems and procedures, and identify and implement improvements
*Assisting with the management of site security
*Ensuring attendance of regular educational courses to maintain knowledge of new legislation.
*Proactively developing processes which actively reduce waste management costs
*Employee's liability Claim Management including responding to Insurance Company and Solicitors requests for information in the defence of Employer Liability and Common Law Claims.
*Management of the Pollution Prevention Control (Environmental) permit ensuring compliance with regulatory licenses and permit authorization.
*Management of the MCERTS management system and its effective implementation to ensure that the site's MCERTS certification is maintained.
*Assisting in the management of Fire Risk Management
*Provide relevant H&S statistics and information for UK/European reports and Senior Managers meetings
*Liaison with authorities & regulatory bodies on HSE and Fire Prevention issues and providing relevant information and implementing systems to maintain compliance with legislation.
*Responding to Insurance Company and Solicitors requests for information on Common Law Claims.
*Working alongside HSE & Insurance auditors to ensure regulatory & standards are implemented & adhered to.
*Responsibility and accountability of UK Operational, compliance and HSE training to ensure adherence to ISO and any other customer accreditations.

The HSE Manager must have:
*Excellent written and interpersonal skills and the ability to challenge constructively
*Excellent communication skills - to also include coaching, listening and observing….generating strong trusting relationships with all levels.
*Problem solving skills to identify improvement initiatives to achieve best practice.
*Patience and diplomacy because the role requires a collaborative approach.
*The ability to plan, prioritise and organise own workload
*The ability to write and present training presentations.
*4 years minimum in a manufacturing environment (or similar).
*The ability to conduct risk assessments to a high standard, identifying hazards, risks and suitable control to minimize risk to a tolerable level.
*The ability to conduct thorough accident and incident investigations to ensure that the root cause is identified and suitable corrective and preventive controls are put in place.
*The flexibility to work outside normal office hours to attend meetings and events.

Minimum : NEBOSH Diploma (or equivalent) and IEMA Certificate
Desirable :Environmental Diploma

Knowledge in:
*Health and Safety management / OHSAS18001
*Health and Safety legal requirements.
*Risk management
*Environmental Management / ISO14001
*Environmental Aspects and Impacts

Minimum:Proven experience as a HSE Manager within a manufacturing environment
Preferred:Proven experience as a HSE Manager within a unionised manufacturing environment
